DEVELOPMENT AND EVALUATION

HIAP’s Strategy 2026–2030 was created through a collaborative process with over 70 participants — including artists, alumni, partners, staff, Members and Board representatives. Their perspectives helped shape a shared vision for how HIAP will strengthen its role in Helsinki, across Finland, and internationally over the next five years. We are grateful to everyone who contributed.

The strategy is based on a Theory of Change model:

  • Core Challenges We Address (pp. 6–11) outlines the wider impacts of HIAP’s residencies and programmes on the arts sector and society.

  • Logic Model (p. 12) shows how our activities are resourced and the outcomes they aim to achieve over time.

  • Aims & Outputs 2026–2030 (p. 16 onwards) respond directly to the short-term outcomes identified in the Logic Model.

This is a new strategic approach for HIAP. Throughout 2026, we will develop an evaluation framework to assess progress annually. Outcomes will be published here, ensuring the strategy continues to evolve and remain responsive.
